MTACC’s East Side Access Project – “Lessons Learned during Design & Construction” by the GEC & PMT Quality Management Staff

“The ESA project (a tri-venture under contract to the MTACC, to bring the Long Island Rail Road (LIRR) to Grand Central Terminal (GCT)) will enable 24 LIRR trains per hour to serve GCT at a new eight-track, four-platform station deep beneath GCT's lower track level.  The project includes construction of several hard rock tunnels and caverns in Manhattan, four soft ground tunnels in Queens passing beneath Amtrak's Sunnyside yard east of Manhattan and rising to merge with the Amtrak and LIRR track network at Harold interlocking, extensive architectural and facilities design elements as well as all systems engineering elements.”

The focus of the paper is to discuss quality issues that have developed during design & construction phases of the ESA Project and how both the GEC & PMT Quality Management Staff have worked together to solve those issues and improve upon the quality of the management system.
