The recipient of the Ott Award, Mr. Borden is a Registered Professional Engineer in Quality Engineering and a CQA with over 40 years of experience in transportation, construction, and project quality assurance management.  At NYCT he is The Assistant Chief for the Department of Capital Program Management responsible for the ISO 9000 Quality Assurance Program for 2 Billion dollar per year capital improvement program.  Mr. Borden was also a consultant with Stone & Webster Engineering for over 28 years where he has served as a Quality Assurance Manager/Assistant Project Manager, Consult for various quality management programs on a diverse number of projects.

As a member of ASQ he was one of the founding members of the Design and Construction Division and a regional counselor for the division. At the local level he has served as ASQ Chair, Chair Elect, Treasurer, Secretary and serves on various executive committees, including the Metro Sections scholarship committee.

Mr. Borden has consulted on quality management to the Canadian Government, Public Works Canada, for the Northumberland Strait (bridge) Crossing project to Prince Edward Island.  He has provided direct assistance to Lawrence Livermore National Laboratories, Pleasanton, California; Rockwell International's Basalt Waste Isolation Project, Richland, Washington; Detroit Edison Company's Engineering Research Department; Illinois Power Company; Northeast Utilities Service Company.
